This October 2024 BTO launch promises to be the most expansive and diverse of the year, offering something for everyone (and yes, that finally includes all you singles!). You’ll find flats across various estates, from the heart of Kallang/Whampoa to the tranquil surroundings of Woodlands.

Overview of the October 2024 BTO Launch
The October 2024 BTO exercise is one of the largest and most varied of the year. Approximately 8,500 flats will be available across nine estates, including Ang Mo Kio, Bedok, Bukit Batok, Geylang, Jurong West, Kallang/Whampoa, Pasir Ris, Sengkang, and Woodlands. This final BTO launch will bring the total number of flats offered this year to around 17,700.
From this launch onward, you’ll notice some significant changes. The flats will now be categorised under Standard, Plus, and Prime categories, replacing the older classifications of mature and non-mature estates. These new classifications come with distinct conditions, especially for Plus and Prime flats. For instance, Plus flats will require a 10-year Minimum Occupation Period (MOP), and a portion of the resale price will be returned to HDB. While HDB has yet to release an official statement on which projects fall within these categories, the following classifications below are based on our analysis of the locations and should be taken with a grain of salt.
Singles can rejoice, too, as they’re eligible to apply for all 2-room Flexi BTO flats, regardless of location.
However, it’s worth noting that this launch comes on the heels of the August 2024 Cooling Measures, which reduced the Loan-to-Value (LTV) limit for HDB loans from 80% to 75%. This change means a higher down payment requirement for new flats. For instance, if you’re eyeing a 4-room flat priced at S$650,000, you’ll now need to make a down payment of S$162,500 instead of the previous S$130,000.
To help offset these increased costs, the Enhanced CPF Housing Grant (EHG) amounts have been increased. Families can now receive up to S$120,000, while singles can get up to S$60,000. These revised grant amounts will apply from the October 2024 BTO exercise, offering additional financial support.
Notably, one of the projects in Kallang/Whampoa will introduce a new ‘white flat’ open-concept layout, adding to the diversity of options available. Adding on to that, this HDB BTO October launch will also feature the first sets of highly anticipated units from Bayshore.
So, be sure to secure your HDB Flat Eligibility (HFE) Letter early, as applicants must submit all required documents by 15 September 2024 to apply.
