Good news: HDB 2-room Flexi BTO flats across all launches in Singapore can now be purchased by singles. This new development on 2-room Flexi BTO eligibility that determines who can buy a BTO 2-room Flexi just kicked in from H2 2024 — yay!

And no… 2-room Flexi BTOs are not just for the elderly. You’ll see 2-room Flexi flats listed at almost every new BTO launch but they tend to have a lower application rate than the usual 3- to or 5-room (if any) BTO flats, which are larger and more popular with households.

Do also note that the design layouts of HDB 2-room Flexi BTO flats tend to differ from those of typical, larger BTO flats. This is due to the HDB 2-room BTO flats being built for a different target market (like the elderly, who purchase these 2-room BTO flats on a short lease).

HDB 2-room Flexi BTO Flats: Who Are They Made For?

HDB 2-room Flexi BTO flats are typically meant for single-person households or the elderly. They could also accommodate a couple or a small family. Anything more, truth be told, could feel too cramped, given that the internal floor area for a 2-room Flexi flat is around 36 sqm or 45 sqm, depending on the design layout selected.

A HDB 2-room Flexi flat comprises one bedroom, one bathroom, a living/dining area, kitchen, and household shelter. Sounds like a great bachelor(ette) pad, right?

The main target audience is actually the elderly, hence the “flexi” in the name, which refers to the short-lease scheme mentioned above. Those eligible for the short-lease 2-room Flexi HDB scheme are Singapore citizens aged 55 years and above. They can opt for a shorter lease, from 15 to 45 years in five-year increments. This must be able to last all buyers and their spouses until at least age 95.

Younger buyers who want to purchase a 2-room Flexi BTO direct from HDB will have to get the full 99-year lease.

No worries, young singles or couples looking to buy a 2-room Flexi HDB BTO can renovate their unit to their heart’s desire. Only seniors who are on the short-lease package will have additional components such as lighting, window grilles, built-in kitchen cabinets with hood, hob, sink, tap, dish drying rack, built-in wardrobe, water heater, tiling and so on all done for them. They only need to install the aircon and shift their furniture in.

Who is eligible to buy a 2-room BTO flat, you ask? Well, these are the following groups of buyers:

  • Couples or family nuclei
  • Singles aged 35 and older
  • Single parents aged 21 and older
  • Couples with non-citizen spouse
  • Joint singles
  • Orphaned siblings

With the criteria for limiting singles to only 2-room Flexi flats in non-mature estates removed as of H2 2024, the sky’s the limit and this flat type may see renewed appeal across all groups.

2-room HDB Resale Flats for Sale Under $350,000

With news about million-dollar flats breaking new market records, resale flat prices rising and inflation increasing our cost of living, the 2-room Flexi flats could be a new economical option for singles (especially since they cannot share cost with a partner), young couples or small families.

However, if time is of the essence, the usual HDB balloting route is all up to luck. Even if you successfully bid for a flat, you will need to wait for your new 2-room Flexi BTO flat to be built. Therefore, do also consider an HDB resale flat, where you will find the more affordable options in non-mature HDB estates or those already halfway through their 99-year lease.
