The Hougang HDB BTO Feb 2024 project with about 350 2-room Flexi, 3-room, and 4-room BTO flats may just be the one for you if you want to live in a non-mature estate with all the perks of an established neighbourhood.
That said, application rates for the Hougang HDB BTO Feb 2024 project may be high given the only estimates 350 units launching here.
In addition, this project is not strictly near Hougang MRT station but nearer to Upper Paya Lebar Road and Bartley Road, sitting at the new Hougang Street 13, which is currently under construction. That’s on the fringe of mature estate territory!
The upcoming Hougang HDB BTO is also near the Tai Seng industrial area with the surrounding area still under construction. There is a proposed health and medical centre and bus depot in the works.
Hougang also has well-established facilities and amenities such as schools and a park. The nearest MRT, Bartley MRT station on the Circle Line, is about 850m away, about a 15-minute walk, which may deter some homeowners. However, there is also a comprehensive bus network in place.
What could potentially be appealing to future homeowners is that the nearby Paya Lebar Airbase will be relocated from the 2030s onwards, and the area across from Hougang Ave 3 is slated for redevelopment to be transformed into a new town and further improve connectivity across neighbourhoods.

With only 350 flats across 2-room Flexi, 3-room and 4-room units in the new Hougang HDB BTO Feb 2024 flats coming up, there may be quite a bit of competition for ballots, especially in a mature estate like Hougang, which is one of Singapore’s oldest housing estates.
Although truth be told, this new project is nearer to Tai Seng and Bartley than in the central Hougang area near the Hougang MRT station. So surroundings-wise, there’s quite a healthy balanced mix of amenities.
You will find amenities such as a Chinese temple, nursing home, petrol station and a park in the immediate vicinity, as well as your neighbourhood ‘kopitiams’. In the works are a new medical centre and the Kim Chuan bus depot, expected to be completed around 2024, which could change the dynamic of the area.
Families with young and older children will be glad to know there are a few schools for different age groups to choose from. They include Paya Lebar Methodist Girls’ Primary and Secondary School, Yuying Secondary School, Xinghua Primary School, and Anderson Serangoon Junior College.
What’s worth noting is that the adjacent Paya Lebar Airbase on the opposite side of Hougang Ave 3 is slated for relocation sometime in the 2030s. Following that, the whole area, including its surrounding industrial developments, will be transformed into a new town. These so-called next-generation neighbourhoods will feature industrial areas, commercial buildings, shops, smart work centres, offices and also education all integrated. If you foresee yourself living there for the next 10+ years or so, this could be the location for you, or perhaps you see the potential value of the estate going up.

The last rounds of the Hougang BTO flats were in August and November 2021, with the previous Nov 2021 releasing only 4- and 5-room flats. Our estimates are based on inflation and are just meant to be a guide for budgeting considerations.
The Hougang HDB BTO Feb 2024 project has 350 units across 2-room Flexi, 3-room and 4-room configurations. It is hard to estimate the application rates, but because Hougang is on the fringe of an upcoming area – sort of in the middle of Hougang (non-mature) and Serangoon (mature) – we are expecting some competition.
2-room Flexi and 3-room Hougang HDB BTO Feb 2024 flats may be more attractive to singles and couples with no kids as the prices are still reasonable, kind of like in the middle of mature and non-mature BTO flat prices.
When it comes to transport connections, although the nearest MRT station, Bartley, is 850m away, about a 15-minute walk, the availability of buses and proximity to the Kallang-Paya Lebar Expressway (KPE) may still be attractive to some. Not to mention the upcoming Kim Chuan Bus Depot, which might improve connectivity in adjacent transport nodes in the future.
Based on the median resale flat prices in the area (we’re including both Hougang and Serangoon), the HDB flats in this Hougang Feb BTO launch will likely see quite a bit of appreciation after their Minimum Occupation Period (MOP) is up.

Although it’s away from the main Hougang thoroughfare, the project is still within reach of the facilities of an established estate including a neighbourhood park, Chinese temple, Hougang N1 Centre and Paya Lebar-Kovan Community Club. It is also close to the Serangoon estate.
Planned Developments
A medical centre and bus depot are expected to be ready in the next few years, as well as the relocation of the Paya Lebar Airbase and the transformation of a new town with a new integrated way of living.
Schools for all Ages
There are primary and secondary schools, as well as a junior college, in the immediate vicinity or a bus ride away – good for small families with school-age children.
Conclusion: Is the Hougang February BTO 2024 Project Worth Balloting For?
This is a new launch in Hougang since the last one in November 2021, with just 4- and 5-room flats, so if you didn’t get your chance with that or you want something smaller for your needs, now’s your chance.
The distance of the project is still relatively near the Bartley MRT station, which is less than 1km away (850m), making walking there a decent way to clock your steps. For drivers, it’s close to the KPE as well, which can take you to town in a jiffy.
For the long-term planners who see the potential of the planned Paya Lebar Airbase relocation as a benefit to living there or increasing the value of their flat, this may be a good option.
Price-wise, the flats are priced competitively for a mature estate.

BTO Application Process Updates
All BTO applicants will now need to apply for the HDB Flat Eligibility (HFE) letter before applying for their desired BTO project.
If you’re thinking of applying for an upcoming BTO flat in the February BTO 2024 launch, you should have already applied for and received your valid HFE letter; while HDB will take up to 21 working days to process your application, they may face delays during peak periods (e.g. BTO launch weeks).
Now, first-timer BTO applicants who reject their BTO ballots will also be considered second-timer applicants for one full year. During their second BTO application attempt, if they reject another BTO ballot, they won’t be able to apply for any BTO flats in the following year.
Furthermore, the Family and Parenthood Priority Scheme (FPPS) has officially replaced the Parenthood Priority Scheme (PPS). This new HDB scheme includes a new applicant priority subset, the First-timer (Parents and Married Couples) category, or FT(PMC). Up to 40% of BTO flats in each sales exercise will be reserved for eligible FT(PMC) applicants.
Lastly, if you are an FT(PMC) who was unsuccessful for two or more tries (in a non-mature estate), you will receive one more chance per subsequent BTO application. This rule was introduced to help those unsuccessful in repeated balloting attempts.

Do note that from October 2023 onwards, first-timers who successfully ballot but do not select a flat will be considered second-timers for the following year. If they still don’t choose a flat on their second BTO application, further restrictions could be imposed. They would then be unable to apply for a BTO flat at all for a year.
