The HDB BTO Feb 2024 launch teasers are out! In February 2024, HDB will be launching about 4,090 BTO flats in six estates: mature estates Bedok and Queenstown, and non-mature estates Punggol, Hougang, Woodlands, and Choa Chu Kang.

Which upcoming BTO projects will be launched under the Prime Location Public Housing (PLH) model? We’ll need to wait until the HDB BTO Feb 2024 sales exercise launch happens to find out. One thing to note about BTO projects launched under the PLH model is that they come with a 10-year Minimum Occupation Period (MOP), among other HDB rules that do not apply to non-PLH BTO projects.

How to Apply For a BTO Flat in 2024

Before we check out what’s in store at the upcoming February 2024 BTO launch, let’s recap the latest BTO application updates that kicked into effect in October 2023:

1. Consequences for Rejecting Your BTO Ballot

First-timer BTO applicants who reject their BTO ballots will be considered second-timers for one year. During their second BTO application, if they reject another BTO ballot, they won’t be able to apply for a BTO launch for the following year.

2. New Family and Parenthood Priority Scheme (FPPS)

The Family and Parenthood Priority Scheme (FPPS) has officially replaced the Parenthood Priority Scheme (PPS). This change includes a new applicant priority subset, the First-timer (Parents and Married Couples) category, also known as FT(PMC). Up to 40% of BTO flats will be reserved for eligible FT(PMC) applicants. Eligible FT(PMC) applicants must meet these criteria:

  • Be in a family with at least one Singapore Citizen child who is 18 years old and below, or married couples below 40 years old
  • Have never owned or sold a residential property
  • Have not booked a BTO or Sale of Balance Flats (SBF) unit in the past five years before their HDB flat application

3. Additional BTO Ballot Chances for Unsuccessful FT(PMC) Applicants

To help FT(PMC) applicants who failed to secure a BTO ballot after multiple applications to a non-mature estate, they will also get one additional chance per subsequent application.

4. All BTO Applicants Must Apply for the HFE Letter

All applicants will need to apply for a valid HDB Flat Eligibility (HFE) letter before submitting their BTO application. This streamlines your HDB flat eligibility, CPF Housing Grant eligibility, and HDB loan eligibility checks into one step on the HDB Flat Portal. Do note that HDB will take up to 21 working days to send you a valid HFE letter.

The latest HDB HFE letter validity period is nine months, up from the original six months. This change was implemented due to the series of HDB Flat Portal glitches. Planning to apply for one of the upcoming BTO projects in February 2024? Apply for your HFE letter now!

The lion’s share of the HDB BTO Feb 2024 flats will come from non-mature estates Choa Chu Kang, Hougang, Punggol and Woodlands.

Those looking for a flat in a mature estate will only have Bedok and Queenstown to choose from. The latter will fall under the PLH model.

Noteworthy: when the Dec 2023 BTO sales exercise launched, HDB announced that it would increase subsidies for the PLH projects in Bukit Merah and Queenstown. According to HDB, this was in response to rising HDB resale flat prices. They also increased the subsidy clawback rate for sellers of these homes from 6% to 8% of the resale price of the valuation.

Currently, there is no confirmation whether this will continue for the HDB BTO Feb 2024 PLH projects. Likely, this will be based on the HDB resale flat prices around the time of the launch.

There are two Bedok HDB BTO Feb 2024 sites. Site 1 will be located on Upper Changi Road, a few bus stops from Bedok and Tanah Merah MRT stations. It comprises about 520 2-room Flexi and 4-room flats.

Despite being some distance from the nearest MRT stations, the Bedok HDB BTO Feb 2024 site 1 still enjoys quite a good location in the mature estate, opposite Bedok Stadium. The amenities in Bedok Central, including Bedok Mall and Bedok Interchange Hawker Centre, are located near Bedok MRT and thus within walking distance.

The site is also within walking distance of many schools, with Bedok Green Primary School located right next door and several other schools including Temasek Junior College located less than half an hour’s walk away.

The Bedok HDB BTO Feb 2024 site 2 is bounded by Bedok North and the PIE, a stone’s throw from Bedok North Street 3, and about a 14-minute walk from Bedok Reservoir MRT station on the Downtown Line. It will comprise about 430 2-room Flexi, 4-room, and 5-room BTO flats.

One of the biggest draws of this site is its proximity to nature. It is within walking distance of the Bedok Reservoir and enjoys easy access to the Bedok and Siglap Park Connectors. The Bedok Canal runs close by, offering waterfront views.

There are also numerous schools located a short walk away, including Yu Neng Primary School, Red Swastika School, and Bedok Green Secondary School, making this site convenient for parents with children.

Consisting of about 460 2-room Flexi, 3-room and 4-room flats, the Choa Chu Kang HDB BTO Feb 2024 project is located along Woodlands Road one on side and Sungei Pang Sua on the other.

This is an ideal location for nature lovers. Sungei Pang Sua canal running next to the flats offers some future residents unblocked waterfront views, with the Pang Sua and Bukit Panjang Park Connectors just a stone’s throw away. A portion of the rail corridor will run right by the flats, offering views of greenery.

The nearest Bukit Panjang MRT station is about a 20-minute walk away. Senja LRT station is slightly closer at about a 19-minute walk away, however, residents of the Choa Chu Kang HDB BTO Feb 2024 project will probably find going directly to the MRT station faster and more convenient, as it is along the North-South Line (NSL).

With about 350 2-room Flexi, 3-room and 4-room flats up for grabs, it may be a bit difficult to ballot for an Hougang HDB BTO Feb 2024, a well-liked mature estate among Singaporeans. The Hougang HDB BTO Feb 2024 project will be located on the future road Hougang Street 13, about a 20-minute walk from Bartley MRT station.

The Hougang HDB BTO Feb 2024 flats are located near the Tai Seng industrial area. The area immediately around the site is under development, with a new bus depot and medical centre in the works. That said, the Paya Lebar Airbase, located nearby, will be relocated around 2030 and the whole east of Singapore will be transformed into a new town. This could bring new amenities to the area it currently occupies.

The area in the immediate vicinity is still developing, so many of the amenities in the surrounding area have not yet been built. In the meantime, residents can benefit from the proximity of amenities in neighbouring Sengkang, such as Sengkang ActiveSG Sports Centre, Sengkang Swimming Complex and Sengkang Riverside Park, all within walking distance.

The Punggol HDB BTO Feb 2024 project’s key draw is its scenic waterfront location, with some residents enjoying views of Punggol Reservoir, as well as the park connector running just alongside the flats.

In addition, the Queenstown HDB BTO Feb 2024 flats will likely fall under the PLH model, which comes with its set of HDB guidelines.

These flats will be located in the Tanglin Halt area, which is currently being redeveloped into an integrated project which will include amenities like a hawker centre, polyclinic, market, and shops.

Located just a five-minute walk from Commonwealth MRT station and enjoying easy access to the city centre via Commonwealth Avenue, the Queenstown HDB BTO Feb 2024 flats will be ideal for those who don’t mind paying more (compared to other Feb 2024 BTO projects) for a location in a well-connected mature estate.

Families with kids also have a wide selection of schools within walking distance, including Singapore Sports School and Yishun Innova Junior College.
