One notable aspect of the enhanced subsidy framework is the adjustment in the subsidy clawback rate. In the context of resale transactions, the clawback rate stands at 8%, an increase from the 6% observed in previous PLH projects.

Priority schemes for PLH flats
As part of HDB’s commitment to inclusivity, a proportion of PLH flats are reserved for specific groups.
In this December 2023 BTO launch, 20% of PLH flats are earmarked for first-timer families and 2% of these flats are set aside for second-timer families respectively under the married child priority scheme.

Application details and changes to note
Mark your calendars – the deadline for submitting applications for the December 2023 BTO launch is at 11.59pm on December 11.
In a shift that took effect from October 2023, there’s a notable change in the classification of first-time applicants who successfully ballot but opt not to select a flat during the allocation process. According to the revised guidelines, these individuals will be considered second-timers for the subsequent year’s BTO launch.
If they still don’t choose a flat on their second BTO application, additional restrictions might be enforced, potentially resulting in their inability to apply for a BTO flat for a whole year.

Expectations and future plans
HDB foresees increased interest in the Bedok, Bishan, and Bukit Panjang projects, attributing it to their affordability, accessibility, and proximity to amenities. Analysts, on the other hand, predict a surge in demand for the Bishan project, given the scarcity of BTOs in the area.
Looking ahead, HDB plans to offer about 4,100 flats in various locations in February 2024.
