Note: This article was written before the locations of the November 2023 BTO sites were announced. For updated information on the released November 2023 BTO sites, an in-depth review of the November 2023 BTO projects will be published after HDB releases more information on them.

It’s that time again when HDB releases a sneak peek of the HDB estates featured in the following November 2023 BTO launch. This time, we’re looking at a bumper crop of seven November 2023 BTO projects!

As per the HDB website, the November 2023 BTO launch will see about 6,300 BTO flats across seven HDB estates: Bedok, Bishan, Bukit Merah, Bukit Panjang, Jurong West, Queenstown, and Woodlands.

As usual, we’re sensing some possible Prime Location Public Housing (PLH) model BTO projects in the mix. Read on for our predictions.

If you don’t know already, HDB’s announcement of the upcoming November 2023 BTO projects is preliminary. They will be subject to review as more BTO project details are firmed up closer to the BTO launch date. More details will be announced alongside the upcoming August 2023 BTO launch.

At the time of writing (19 June 2023), we can only guess possible BTO sites for the upcoming November 2023 BTO projects. The tools we used were the Urban Redevelopment Authority (URA) Masterplan and Google Maps.

Bedok (Community Care Apartments, 2-room Flexi, 3-room, 4-room, and 5-room Flats)

The most recent Bedok BTO project, Bedok South Blossoms, was launched as part of the May 2023 BTO launch, with a whopping 1,640 BTO flats up for grabs. The strong BTO application rates for Bedok South Blossoms proved many Singaporeans got all excited about it.

Now that another seemingly big Bedok BTO project is coming up again in November 2023 – including Community Care Apartments – we’re on the edge of our seats as to where it may be located.

The most probable Bedok November 2023 BTO site is a plot along New Upper Changi Road, bounded by Bedok North Avenue 3. With a gross plot ratio (GPR) of 3.5, blocks that are over 36 floors can be built here.

It is also close to the Bedok Community Centre, Bedok Central, hospice HCA Bedok Centre, Bedok Sports Hall, and Bedok ActiveSG Stadium – proving that staying here means plenty of amenities for both seniors and families.

There is another empty plot near Tanah Merah MRT station, but given its low GPR, and from Google Maps, it seems that the area is still forested, this may be used for a smaller Bedok BTO project in the future.

Bishan (3-room and 4-room Flats)

Bishan Ridges was the last Bishan BTO project, released as part of the November 2020 BTO launch. As Bishan is already highly developed, we’re expecting a small development in the upcoming November 2023 BTO launch as well.

There seems to be a small plot near the Bishan ActiveSG Swimming Complex, which is within walking distance to Bishan MRT station and Junction 8 shopping mall.

However, the current status is Reserve Site, subject to detailed evaluation. Based on previous BTO launches, we’ve learnt that some plots with this status end up being announced as BTO sites.

Bukit Merah (2-room Flexi, 3-room, and 4-room Flats)

Now that we’re talking about Bukit Merah, there’s a possibility of a PLH model BTO project here, as this town extends into the Greater Southern Waterfront area and gateway to Sentosa. In Dec 2021, it was announced that 1,500 BTO flats would be built in Bukit Merah, on a site bounded by Alexandra Road, Alexandra Canal, and Prince Charles Crescent.

The previous Bukit Merah August 2022 BTO launch sits quite close to this announced plot but is slightly further southwest. In addition, given that Alexandra Vale was launched as a PLH BTO project, it’s likely that should flats be launched in this land parcel, they’ll be a PLH BTO project as well.

If the upcoming Bukit Merah November 2023 BTO project is launched here, it’s likely that it won’t hit the 1,500 BTO-flat quota. It will probably be the first of a few BTO projects in this land parcel, all likely to be relatively small and PLH BTO flats.

Bukit Panjang (2-room Flexi, and 4-room Flats)

From a mature town, we’re going back to the non-mature estate, Bukit Panjang, which has no doubt seen much growth since the first HDB flats in this estate were built at Petir Road in 1986.

Actually, it’s about time that new BTO flats were launched in Bukit Panjang, given that the last Bukit Panjang BTO project here was way back in the May 2016 BTO launch: Senja Heights, Senja Ridges, and Senja Valley.

However, looking at the BTO flat types that were tentatively announced (2-room Flexi and 4-room BTO flats), the Bukit Panjang November 2023 BTO project seems like it could just be a small one with few BTO flats and maybe just one block.

There’s a nice space near Bangkit LRT station, which has been designated as Residential on the URA Space masterplan.

In addition to the Bangkit LRT station, Bangkit Market, Giant Express, and a primary school are also close by, so that’s quite good for future Bukit Panjang residents-to-be.

However, just one concern we have is that the construction work might disturb some of the animals that dwell in the nearby Zhenghua Park, where there have been multiple sightings and incidents regarding wild boars.

However, this plot still has the separation from the park by other residential blocks, so as long as one doesn’t venture too far, and stays alert of one’s surroundings, they should be fine.

Jurong West (2-room Flexi, 3-room, 4-room, and 5-room Flats)

Since 2019, there have been consistent Jurong West BTO projects: in February 2019, November 2021, May 2022, and February 2023. Looks like at the end of 2023 we’ll see a Jurong BTO project again!

There seems to be a sizeable plot of land around Jurong West Avenue 5 that can accommodate 2-room Flexi, 3-room, 4-room, and 5-room BTO flats.

While Jurong West is pretty far from central Singapore, this plot is close to some schools, Sheng Siong and Prime supermarkets, and places of worship. It also seems to be walkable to the upcoming Jurong West MRT station that will be on the new Jurong Region Line (JRL).

Queenstown (3-room, and 4-room Flats)

We’re back in possible PLH territory again with Queenstown, one of the prime mature estates in Singapore. It’s definitely getting quite crowded there, with a launch planned for the upcoming August 2023 BTO launch, and past launches in February 2023, November 2022, May 2022, and August 2021.

While there is still space near Dover MRT station and Dover Forest, two of the three announced BTO plots have already commenced construction. The remainder is a plot that has been named as residential with commercial on the first floor (will it be a private condo or a BTO flat with shops below?), and an area of Dover Forest that is subject to detailed planning.

If the Queenstown November 2023 BTO site is announced here, it is likely they will follow suit and come under the PLH model.

Otherwise, there still seems to be a small plot of land at Stirling Road that may support a small block of BTO flats. However, a lot of the HDB flats at Stirling Road are among some of the oldest in Singapore, having been built in the 1950s. This location may not come under the PLH model.

In any case, Queenstown is a fantastic neighbourhood. It has the quaint charm of yesteryear, yet is packed with so many amenities – think old-school mom-and-pop shops, third-wave coffee roasters, and even a cheese specialist. There are also plenty of schools here, and the connectivity to town is fantastic.

Woodlands (2-room Flexi, 3-room, 4-room, and 5-room Flats)

Similar to Jurong West, there have been steady Woodlands BTO projects. This is a non-mature estate that is heating up, due to the presence of the Thomson-East Coast Line (TEL) that links Woodlands MRT station to the CBD (Shenton Way) in about 40 minutes.

For now, as the areas near Woodlands North MRT Station are currently labelled as subject to detailed planning, we’re thinking the new Woodlands BTO flats may be launched near Woodlands South MRT station, where there have been a few launches previously (i.e. Woodlands South Plains and Champions Bliss).

This small plot is just beside Innova Primary School and also near ACE the Place Community Club. Champions Green is also being built to its left, and Woodlands South Plains to its south-eastern side.
