Yes, Singapore citizens are eligible to buy a second property while owning an HDB flat at the same time. However, the second property needs to be private property, and the HDB flat must have fulfilled its MOP. After downsizing your existing HDB, there’s a cash bonus incentive of up to S$30,000. Some people may choose to combine the bonus along with the profits from downsizing and buy a second property to generate rental income using their CPF-OA savings, after setting aside the BRS.
