No you're not considered a first timer since you've received a grant before: https://www.hdb.gov.sg/residential/buying-a-flat/new/schemes-and-grants/cpf-housing-grants-for-hdb-flats/firsttimer-applicants You won't have to pay back the grant to HDB; instead you have to put in the $30k grant into your CPF account if you're selling your flat.
