Yes, you may be eligible for the staggered downpayment scheme if the SBF flat you’re applying is not completed yet. If you’re taking HDB loan, the first 5% is to be paid during the signing of the Agreement for Lease, while the other 10% is to be paid during the key collection. As for PHG, you won’t be eligible for it since it’s only for resale flats.
