60 Freshly MOP-ed HDB Resale Flats in Singapore to Expect in 2022/2023

Five years after collecting the keys to your Build-to-Order HDB flat, your property would have completed its mandatory Minimum Occupation Period (MOP). From then on, you are eligible to put your flat on the resale market, typically for a higher price than when you bought it.

However, no thanks to the ongoing COVID-19 situation, there have been construction delays for new BTO projects that have yet to obtain their Temporary Occupation Permit (TOP). As a result, the number of transactions and prices for HDB resale flats is still high.

Previously, those who bought BTOs in prime areas may benefit due to the “lottery effect”. However, new measures have since been introduced, one of which includes the HDB Prime Location Housing Model whereby the MOP is twice as long for new BTO projects deemed by the Government to be prime locations.

But this article is for home buyers, especially those who can’t wait five years or more (some say eight) for a new BTO flat (balloting of units, waiting for the BTO to be built and potential COVID-19 induced delays, renovation, etc) and want to buy a resale unit ASAP.

Teck Ghee Parkview

Although Ang Mo Kio (District 20) is classified under the Outside Central Region, it’s at the city fringe and hence still super accessible. This mature estate is also chock-full of amenities, that span the gamut of schools, markets and food centres, as well as shopping mall AMK Hub.

Teck Ghee Parkview (not to be confused with the much older Teck Ghee View, which TOP-ed in the early 1980s; located along Ang Mo Kio Avenue 1) was launched in September 2012 and was completed in the first quarter of 2017.

With 576 units of 3-, 4- and 5-room flats, this development is bounded by Ang Mo Kio Avenue 3, Ang Mo Kio Avenue 10 and Ang Mo Kio Street 44. Its name alludes to the lush surrounds of the scenic park beside the development, and residents enjoy sculpted facades and verdant landscaping.

There’s even a community garden at the roof garden on the multi-storey carpark for you to stretch your green fingers; as well as a childcare centre conveniently located within the estate itself.

The Ang Mo Kio MRT station is about 1km away (about 15 minutes’ walk), giving residents easy access to the amenities of the Ang Mo Kio town centre and AMK Hub shopping mall. Nearer to home, you’ll be close to schools that include Townsville Primary, Teck Ghee Primary and Deyi Secondary. Also at your doorstep is the Bishan-Ang Mo Kio Park for your fitness needs, Teck Ghee Court Market & Food Centre, Teck Ghee Community Club and a swimming complex.

Ghim Moh Edge

All eyes are on Ghim Moh Edge at Queenstown, one of Singapore’s most notable prime HDB estates in the prestigious District 10. This development, which was launched in November 2012, was completed in the second quarter of 2017 and will reach MOP in a few months.

Literally located at the edge of the Ghim Moh district in Queenstown, Ghim Moh Edge comprises 5 residential blocks that comprise 1,179 units of studio apartments, 3- and 4-room standard flats, up to 38 storeys high. The development is bounded by Commonwealth Avenue West and Ghim Moh Link.

Those with a love for plants are in for a treat, as the HDB project is set within a flourishing park area in Queenstown and greenery surrounds each block for a sense of calm. Residents can enjoy expansive views of the community garden, located on the rooftop of the multi-storey carpark, and participate by growing their own veggies, spices, herbs and so on.

The nearest MRT is Dover, which is just 650m away. This also means that Ghim Moh Edge is close to Singapore Polytechnic, as well as other top schools that include Anglo-Chinese School (Independent), Anglo-Chinese Junior College, ESSEC Business School and Fairfield Methodist Primary/Secondary.

Other amenities in the area comprise the famed Ghim Moh Market and Food Centre, the HDB neighbourhood centre at Ghim Moh Gardens via a footbridge across Sungei Ulu Pandan, Holland Drive Centre, Ulu Pandan PCN, Buona Vista Swimming Complex, Ulu Pandan Community Club and more.

Kick it up a notch with the “happening” areas at Rochester Park, Holland Village, The Star Vista and more, not to mention a quick drive or bus ride to town for even more shopping and dining action.

Toa Payoh Crest

If you or your friends have kiddos, you’d probably have come across pictures of the hilly playground at Toa Payoh Crest that features two exciting slides, climbing features (even a mini rockwall for tiny tots), a metal “hammock” and undulating terrain.

Located in District 12, Toa Payoh Crest is in the Rest of Central Region, and one of the hottest estates right now due to the upcoming developments in the area (Toa Payoh Ridge BTO, expansion of the Thomson-East Coast Line that links to Caldecott MRT, proximity to MacRitchie Reservoir, and rejuvenation plans). It is also within walking distance to Toa Payoh and Braddell MRT stations.

The development, which towers above at 40 storeys high with four blocks of studio apartments, 3- and 4-room flats — a total of 1,007 units in all — has a plethora of amenities for residents of every age.

Firstly, within the development you’ll find a childcare centre, education centre and Senior Activity Centre…not to mention much-raved ice cream shop, Creamier, which draws long queues during peak hours. There’s also a rooftop community garden and adult/elderly fitness corners.

Across the road is a two-storey bustling market, a double-whammy of fresh produce and delicious eats that include Michelin Bib Gourmand recommendation Chey Sua Carrot Cake. Nearby schools are CHIJ Toa Payoh Primary/Secondary, SJI International School, Marymount Convent, Raffles Girls’ School (Secondary), Beatty Secondary School, Pei Chun Public School and more.

Telok Blangah ParcView

Ahh, to live right beside the picturesque Southern Ridges — that’s precisely what residents at Telok Blangah ParcView in the premium District 4 enjoy. They are also close to Telok Blangah Hill Park, Labrador Park, as well as the southern coast of Singapore, and Sentosa, the island of fun, is easily a weekly destination. Not to mention, part of the upcoming Greater Southern Waterfront.

Telok Blangah ParcView is bounded by Telok Blangah Heights and Telok Blangah Street 31, comprising seven blocks, each 30 storeys high, a total of 1,480 units of studio apartments, 3- and 4-room standard flats.

Residents have access to convenience, as the development sports a lively eatery (try the western food and the fried rice!) and a well-stocked HAO Mart. There’s also a child care centre, a Residents’ Committee Centre, a Senior Care Centre and Senior Activity Centre.

For shopping and amenities, you will be spoilt for choice. VivoCity and HarbourFront Centre are just a stone’s throw away, not to mention the Seah Im Food Centre. Yes you can. You must be at least 35 years of age and a Singapore Citizen. However, do note that there are different requirements for the new Prime Location Housing Model flats.
