HDB Parking Rates: Your Guide to Season Parking and Parking Fines

Owning a car is probably the next biggest investment a Singaporean can make, right after owning a property. Whether you stay in a HDB flat or not, we share everything you need to know about HDB Parking, from obscure HDB season parking schemes you haven’t heard of to  dreaded parking ‘samans’ you need to be aware of  in this article.

HDB Season Parking Schemes in Singapore

Types of Season Parking Schemes

What is it?

Charges 

Regular HDB Season Parking

This allows you to park at any car park in an HDB car park group at any time without having to display parking coupons.

$80-110 for cars, $15-17 for motorcycles, $185 for commercial vehicles

Family Season Parking (FSP)

This allows you to park at the car park lots reserved for season parking holders near your family members’ homes.

$40-55 for car, $7.50-8.50 for motorcycles, $92.50 for commercial vehicles

Temporary HDB Parking for Bereaved Family Members

Bereaved family members who hold a wake at a HDB estate may apply to have their vehicle parked nearby.

For cars only: $12 for whole day parking, and $5 for overnight parking in HDB carparks

Concessionary Season Parking for Motorcycles (CSP)

This is an optional add-on to the regular season parking. This pass allows you to park at white motorcycle lots at all HDB car parks, and most URA car parks without paying short-term charges. 

For motorcycles only: $20 (an additional $3-5 top-up of the season parking)

Season Parking for Commercial Vehicles

Commercial vehicles such as vans and lorries are allowed to park at HDB residential car parks with this pass. 

$80-120 for commercial vehicles ≤ 1,800kg, $185 for commercial vehicles > 1,800 kg

 

Regular HDB Season Parking 

Most HDB flat owners are probably already familiar with this. 

HDB Season parking allows you to park within a designated group of HDB carparks at any time, without having to display parking coupons. 

They are sold on a calendar month basis, and are allocated to residents based on the order of priority. 

Different booking dates are allocated to different priority groups, ensuring that everyone has a fair chance at buying season parking. If you’re a HDB resident, you’ll get first priority to book a car park lot. 

If your preferred car park is full, you can always choose to park at another spot within the same HDB car park group. This ensures you’ll never have to walk too far to your vehicle.

If your vehicle is a car, you will also need to note the two tiers for this regular season parking as the charges are different:

  • Tier 1: Applies to a resident’s first car of the household.
  • Tier 2: Applies to the resident’s subsequent cars and all cars of non-residents.

How to Apply for HDB’s Season Parking?

You can apply for season parking via HDB’s New Season Parking e-service or the Mobile@HDB app that can be downloaded from either the App Store for iOS or Google Play Store for Android. 

Make payment online  either by credit card or direct debit.

Family Season Parking (FSP)

Recently made it a personal resolution to spend more time with your family? You don’t have to worry about forking out hefty car park fees from regular family visits through HDB’s Family Season Parking (FSP) scheme. 

This is because FSP costs half that of regular HDB season parking rates. Yes, you heard that right. 

With FSP, you can park at the car park lots allocated for season parking holders near a family member’s home. This is applicable for any hour of any day, so you can visit your family more often without feeling the need to leave early.

There is no limit to how many FSPs you can purchase, as long as there are vacant lots at your selected car park. 

Here’s a table of the monthly HDB carpark rates, which vary according to the type of car park and vehicle.

How to Apply for Family Season Parking (FSP)?

  • Submit your application via the Family Season Parking e-Serviceor the Mobile@HDB app.
  • Make payment online by credit card or direct debit. 
  • Visit any HDB Branch with proof of your relationship with the family member (e.g. birth certificate), and proof of your family member’s residence (eg. NRIC).

Temporary HDB Parking for Bereaved Family Members

With families tending to stay overnight at wakes in Singapore, parking fees can be a big headache if a wake is held in a HDB estate. 

If you need to be present overnight at a wake for a day or more, you can consider applying for temporary parking at a HDB car park if you want to park nearby. 

  • Whole Day Parking in HDB Carparks: From 7:00am to 7:00am the next day, $12 per day
  • Overnight Parking in HDB Carparks:From 10:30pm to 7:00am the next day, $5 per night

 

How to apply for the Temporary HDB Parking for Bereaved Family Members?

Immediate family members of the deceased can apply for temporary parking at any HDB Branch/Service Centre. Note that you’ll need to present the death certificate of the deceased in order to qualify. 

 

Concessionary Season Parking for Motorcycles (CSP)

If you’re a motorcyclist with a HDB season parking subscription, you can also apply for Concessionary Season Parking for Motorcycles (CSP). This is an optional add-on to the regular HDB’s season parking for motorcyclists.

This allows you to park at selected car parks without paying short-term charges. Selected car parks include white motorcycle lots at all HDB car parks and URA car parks, excluding those in this list.

You can only hold one CSP at any time. If you have more than one motorcycle, standard season parking rules will still apply.

Do note that you’ll need to meet the following conditions to apply for CSP:

  • You must be a Singapore Citizen (SC), or a Singapore Permanent Resident (SPR).
  • You must be an existing HDB resident.
  • You must have a valid HDB season parking for your flat or HDB shop with living quarters.
  • The motorcycle must be registered in Singapore.
  • The motorcycle must be owned by you or assigned to you by your company.

The monthly rate of the CSP is $20. If you have an existing season parking subscription, you can pay an additional $3 or $5 for the CSP, depending on the type of car park that’s serving your flat, or HDB shop with living quarters.

How to apply for the Concessionary Season Parking for Motorcycles (CSP)?

You can apply for CSP through HDB’s e-Service or the Mobile@HDB app. 

 

HDB Overnight Parking and Other Short-term Parking Charges

HDB overnight parking is not considered a season parking scheme as it is considered short-term parking (as with coupon and electronic parking). However, this is good to know for those who require to park overnight at a location you do not frequent.

$0.60 per half hour. For car parks with Night Parking Scheme, it is capped at $5 per night (10:30pm-7:00am).

Motorcycle

$0.65 per lot (10:30pm-7:00am)

Heavy vehicle

$1.20 per half hour

 

What are the Various HDB Parking Offences I Should Know About?

You risk being fined if you:

  • Park at a HDB car park without a season parking pass and don’t apply parking coupons
  • Park on a red lot without holding a valid HDB season parking subscription
  • Exceed your parking time
  • Park on or beside double yellow lines
  • Park in reserved lots without valid passes

Here’s a full list of HDB parking offences and penalties that you could be fined for.

For coupon parking lots, you can opt to use Parking.sg instead of a parking coupon to pay for your parking charges.

One noteworthy offence some people commit is displaying a coupon that has been altered, erased, or tampered with. 

This is a form of fraud, and can result in a fine of up to $80 for all motor cars, heavy vehicles, and motorcycles for the first offence.

How Can I Go About Appealing My HDB Parking Fine?

If you’ve received a parking fine that you felt was unjust, you can visit HDB’s Appeal on Parking Offence Notice page to file an appeal. 

Nobody ever wants to walk to their car to see a parking ticket stuck in the windshield, so make sure that you familiarise yourself with these parking rules!

Under this scheme, free parking is available at certain HDB car parks between 7:00am to 10:30pm on Sundays. There’s also a grace period of 20 minutes given to drivers (up from 10 minutes) where entering the carpark is free.
